Parliamentary question to the Commission: LGBT issues in European Neighbourhood Policy Progress Reports

Written parliamentary question asked to the European Commission by:

On 10 October 2009, the Directorate-General for External Relations published an Invitation to contribute information to the upcoming European Neighbourhood Policy progress reports (PDF), due to be published in April 2010.

On 1 December 2009, the European Region of the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA-Europe) and its regional partners made official submissions to the Commission for the progress reports of Armenia, Azerbaijan, Georgia, Moldova and Ukraine.

All five countries’ Action Plans mention the necessity to strengthen the respect of human rights and fundamental freedoms in line with their international commitments.

  1. How will the Commission take into account the aforementioned submissions in the relevant 2010 European Neighbourhood Policy progress reports?
  2. How will the Commission work on the situation of sexual orientation and gender identity minorities in its future dealings with Armenia, Azerbaijan, Georgia, Moldova and Ukraine with regards to, among others, the encouragement of public education programmes, and the implementation of anti-discrimination and protection measures?
